The rule of law is the central milestone of modern democratic states. There is a gap, however, between what is on the constitutional texts and the lived-in world. The scholars use to concentrate their focus on the Executive Branch’s role (and, sometimes, of Legislative Power) in situations of disregard of the Constitution. However, we chose to target the Judicial Branch and its decisions as contributions to the erosion of the rule of law and the production of democratic decay. We claim that the Judiciary started to play a crucial role in this process by assuming a populist bias and carrying out common lawfare practices – which can be well exemplified by judicial electoral decisions and the judicial decisions about Operation Car Wash. For researching the problem and discussing the hypothesis, we used the theoretical-deductive method. We carried out a literature review. We also use informative documentaries extracted from the media on the behavior of public authorities and the critical description of judicial decisions. The bibliography is interdisciplinary. We conclude that when the Judicial Branch becomes a political actor, it fosters a situation of instability and becomes an institution whose legitimacy depends on variations in the mood of society – which goes against the assumptions of democracy and the rule of law. This new judicial behavior causes an imbalance between the powers and the absence of an institution that moderates social conflicts. This situation contributed to the resurgence of the authoritarian identity of Brazilian civil society and the ideological polarization that culminated in the election of a far-right administration in 2018.

This research aims to analyze how the activities and motivations of international students resemble those of a tourist. The survey-based study of international students enrolled in academic mobility programs in Curitiba (Brazil) demonstrated that the main motivation for students to participate in international mobility relates more to personal motivation (i.e., cultural exchange) than to academic purposes. International students also acknowledged that they enjoyed the city’s tourist attractions and overall services. The motivations for choosing Curitiba are mainly the quality of life and the perceived safety of the city. Based on how students visit attractions and utilize tourist services, we propose the idea of the touristudent. Understanding international students’ motivations for mobility and their destination choice reinforces the significance that academic mobility programs have for tourism, and the implications of these findings are discussed for the tourism sector in Curitiba.

Objective: This paper use an approach that merge aspects from the literature of Value and the literature of Business Models, thus exploring aspects related to value proposition, value creation and value capture. More specifically, we analyze how these aspects were affected by in four small Brazilian organizations that were attending to the industry 4.0. Methodology: To explore the relationship between the aspects of value and the industry 4.0/digital transformation, we conducted four case studies on small Brazilian enterprises. Our study is classified as being exploratory, with a cross-sectional perspective merged with a longitudinal approximation. Originality / relevance: The origin of digital transformation is present in the areas of engineering and computer science and, therefore, resulting in technical studies, while the perspectives of economic and business management are still little explored in academia. Results: The results demonstrate that all three aspects of value were affected by the industry 4.0, but with a greater level at the organizations classified as providers of digital technologies. Apart from that, we also identified that the organizations relied mainly on partnerships and organizational ecosystems to successfully address and overcome the changes created by Industry 4.0. Theoretical / methodological contributions: We used a combination of the literature stream related to business model and the literature stream related to value. Thus, we provide an extension to these two streams of literature. Thus, expanding our understanding about the relationship between value and the industry 4.0/digital transformation by validating which items were qualitatively identified in these four organizations.

This paper analyzes the potential presence of time-varying asymmetries in the preference parameters of the Central Bank of Brazil during the inflation targeting regime.,Given the econometric issues inherent to classical time-varying parameter (TVP) regressions, a Bayesian estimation procedure is implemented in order to provide more robust parameter estimates. A stochastic volatility specification is also included to take into account the potential presence of conditional heteroskedasticity.,The obtained results show that the reduced form and structural parameters were not constant during the period considered. Moreover, the subsequent analysis of the preference parameters provided evidences of short periods in which asymmetry was an important feature to the conduction of monetary policy in Brazil. Yet, during most of the sample period, the loss function was considered to be symmetrical.,This paper aims to contribute to the rather scarce monetary debate on time-varying central bank preferences. The study of Lopes and Aragón (2014) is, to the best of the authors’ knowledge, the only study for Brazil considering specifically TVPs. The authors applied Kalman filter estimation to data from 2000:M1 to 2011:M12. Despite the similar structure of TVPs, the present paper extends the latter study by controlling for stochastic volatility. Ignoring conditional heteroskedasticity might lead to spurious movements in time-varying variables and inaccurate inference (Hamilton, 2010). Thus, the stochastic volatility specification is included to take this issue into account. The authors follow the theoretical scheme put forward by Surico (2007) and Aragón and Portugal (2010), in which the economy is modeled from a New Keynesian perspective and the central bank loss function is assumed to be asymmetric regarding the responses to inflation and output deviations from their targets. On the empirical side, the authors propose a TVP univariate regression with stochastic volatility for the Brazilian reduced-form reaction function, following closely the Bayesian econometric procedure developed by Nakajima (2011). Given the nonlinear non-Gaussian nature of the TVP regression with stochastic volatility, the choice of a nonlinear Bayesian approach using the Markov chain Monte Carlo (MCMC) method is justified due to the intractability of the associated likelihood function (Primiceri, 2005). Finally, based on the theoretical model specification, the authors intend to recover the central bank preference parameters as to further evaluate the degree of asymmetry and its potential time-variation under the inflation targeting regime.

The experience report below, in addition to presenting the university extension project "TOM - Laboratory of Communication Practices and Dissemination for Culture", aims to identify the guidelines that should guide the formulation and implementation of university extension actions, provided in the National University Extension Policy (2012). Thus, from the perspective of the project coordinator and vice coordinator, also members of the team responsible for the development of the publication and authors of this text, we describe and analyze the process of creation and production of the fifth edition of the TOM Portfolio of Essays of the Federal University of Paraná, entitled “Transits in Verbs – Languages of Que(r)er”, identifying the actors involved in each stage of work, and then verifying how the dialogue was established with the guidelines defined in the National Extension Plan. The result shows that, to some extent, all the guidelines were included in the proposal for this issue of the Portfolio.

The article analyzes how Brazilian political parties used social network sites to address the Pension Reform bill proposed by then-President Michel Temer (PEC 287/2016). We aim to understand (1) whether and to what extent government and opposition parties employed Facebook to discuss the Constitutional Amendment Project at stake; and (2) what arguments they adopted to support or criticize the bill. The corpus considers 222 posts published on the parties' Facebook pages between December 2016 (when the PEC was presented to the House of Representatives) and February 2018 (the month initially planned by the government to vote on the matter), examined by using quantitative and qualitative Content Analysis. The results show that, in general, the issue has drawn little attention from the parties, i.e., they despise digital communication platforms as a space for convincing public opinion. The manuscript is relevant since it empirically explores how parties mobilize digital tools to dispute the population's support when state policies are on the agenda, going beyond studies emphasizing electoral strategies.
