The aim of this article is to explain the existence, between 1930 and 1964, of a developmental economic policy patter in Brazil, despite the strong political instability that characterized the period. The thread of the analysis is institutionalist. We tried to find the institutional locus where the stability of economic policy occurred. Firstly, we revealed that this was not the Ministry of Economy. In the following, we show that the agents of the economic bureaucracy are the ones responsible for maintaining the economic policy pattern during those years. Data on economy ministers and the economic bureaucracy were collected from various sources, but especially from Dicionário Histórico Biográfico Brasileiro, by CPDOC.

El objetivo de este artículo es explicar la existencia, entre los años 1930 y 1964, de un padrón de política económica desarrollista en Brasil, a pesar de la fuerte instabilidad política que caracterizó el período. El hilo conductor del análisis es institucionalista. Intentamos encontrar el locus institucional donde se producía la estabilidad de la política económica. Primeramente, revelamos que este no era el Ministerio de la Economía. A continuación, mostramos que los agentes de la burocracia económica son los responsables por mantener el padrón de política económica durante aquellos años. Los datos sobre ministros de Economía y sobre la burocracia económica fueron colectados a partir de fuentes diversas, pero especialmente del Dicionário Histórico Biográfico Brasileiro del CPDOC.

There is consistent empirical support that demonstrates the relationship between phonological deficits of developmental dyslexics and their reading difficulties. However, the morphological skills—which also play an important role in the development of alphabetic writing—are seldom investigated among children and adolescents with dyslexia. The focus of this study was to analyse reading patterns according to the dual route model and verify the performance of each subtype of dyslexic in tests of morphological awareness. Participants were nine students classified as surface or phonological dyslexics through their performance in an isolated words-reading task. Four tests were applied to the participants to assess their knowledge of derivational morphology, and two tests focused on their knowledge of inflectional morphology. The hypothesis that guided this research was that students with different reading patterns would also present different performances on morphological tests. This hypothesis was confirmed only for derivational morphology, in which a higher performance was observed among participants with phonological dyslexia. It is concluded that metamorphological skills may serve as facilitators of reading in students with developmental dyslexia, and a focus on the development of these skills is suggested as a strategy to promote the reading skills of these students.

This paper reviews, based on data from scientific publications and research groups, the state of the art of nanotechnology research applied to the areas of medicine, energy and water in Latin America. Such areas have been considered as particularly relevant in order to meet the social needs of the developing countries. It is shown that the countries in the region have incorporated these areas to their nanotechnology agendas and several countries have increasing research capacities. However, such capacities are concentrated in Brazil and Mexico, while the regional cooperation networks are still weak. Although the research topics tend to align with relevant social issues, there are still a number of challenges so as the results of such investigations may be effectively reflected in quality of life improvements; one of them is that many publications and research topics are on basic science, which makes it difficult to evaluate their potential application field.
